Citizens of Tokyo climb onto the wall of the old portion of the Shogun's castle in Hibiya park while protesting the conclusion of the Russo-Japanese War.
The people in the image are attempting to escape from the Meiji police force that is beating them off of the old castle wall and into the pond below which was also the old castle's moat.

The park is designed in a primarily western style, but with some Japanese influences. Many of the western influences have been highlighted by Waley, but there is also a Japanese style area in the middle of the park and the old Hibiya wall for the Shogun's palace in the eastern corner.
